Here are some do's and don'ts of group advertising and exposure that I have learned through my trails and errors of creating Role-play groups
When is the best time to begin advertising? I would say just shy of opening, don't start flashing your group around if you have nothing to show but some WIP journals, people will loose interest fast and forget your group after seeing it once. Advertise with a neat and presentable front page, keep things organized,

Once he arrived at Cyberline City, he was surprised of how different it was compared to Neo York. The city itself was small, since the buildings were compacted together and metal rails carried large trains around the town. A large greenish tower stood out from the middle of the town, with three rings decorated on its face. Cylan took a notice of the building, and hovered towards the entrance, and walked inside. The lobby was a single room, with desk at the end, surrounded by a number of metal doors, each with a different symbol printed on its face. A girl sat at the desk, about his age, with black hair and red eyes.
